It is hard to know where to place them- like you said, bike paths and bike lanes next to traffic discourages many people to bike because of the safety hazard. Because they can't put them near sidewalks because bikers could run over pedestrians. But they also can't put them next to the street because you are to close to cars. However I have seen bike paths.
